Windy Fortress is the 11th level in The Megaverse and is based on both Air Man's stage from Mega Man 2 and Cloud Man's stage from Mega Man 7.
Layout[]
The level take place in a green network facility above the sky of Megatropolis, where meteorologists study and observe the weather's and giant windmills used for solar energy. A fortress above the tower is owned by The wind expert Robot Master Air Man as he and Windmill expert Tornado Man have taken over this place under the order of Dr. Wily. The player must stop them to prevent them from causing a natural disaster of this world.
The first area take in outside of the facility tower above the clouds. The player must fight through the flying robots enemies, strong breezes from a owl fan and precarious platform jumps. There are also cloud-shape propeller platforms that appear for the player to use to get to higher ground and cross through the bottomless pits.
In the second area. Tornado Man appears and chases the player by using his Tornado Blow that causes an updraft and sending small tornadoes up from the bottom of the screen. While dangerous, the player can take advantage of the small tornadoes by jumping higher during this phase to reach platforms easier and to get to the fortress on top. This area also has a key and a keyhole to have access to the Temple of Uranus on the map.
The last area takes place in the fortress as the player will go fighting through more Mega Man enemies alongside other enemies, such as Balloon Birds and Beezos.
At the end, the players will battle Air Man, who attacks as he did in the original game with mini-tornado patterns that must be dodged. After his defeat and saving the sky towers, the level is cleared and the player can go to the Secluded Installments section on the map.

Trivia[]
- In older versions of MKF, defeating this stage would unlock a more challenging secret level called Eye of the Storm with Air Man becoming a "super boss", but as of the v0.75 update, it was removed due to objects being too long to be properly fixed.
- The original name of this stage was Air Base.
- All of the non-Mega Man enemies were originally absent in this level as were Metall DXs and Peterchies.
- Pipies were originally found in this level but were removed after the level was revamped.
