The Mushroom Kingdom Coalition (shortened to MK Coalition) is an alliance of heroes, whose goal is to stop the various villains involved in Mushroom Kingdom Fusion.
The plan is that, in the final version, these characters must be unlocked and will not factor into the game's plot. As of the current version, every playable character is available from the start of the game.
These characters were planned to be playable, and may have been playable at some stage, but they were removed from (or not added to) the game for various reasons, such as being buggy, unbalanced or unfinished.
Originally, the Coalition would have set up a building called the Mushroom Kingdom Coalition HQ in each World, where the player could switch out characters. However, this became unnecessary when the option to switch characters was added to the pause menu, so the HQ buildings were removed from the map.

Before version v0.5, the character select screen was different. The player would select a playable character by controlling a Goomba.
Bowser was supposed to be a non-playable member of the Coalition, but this idea was scrapped.
Dr. Wright from the SimCity series was also originally seen on the Mushroom Kingdom Coalition HQ but was removed after the character selection screen was revamped.
Classic Mario and his clone, Classic Luigi, were the only removed characters that were playable characters at one point during MKF's development. Ryu and Meta Knight were once removed playable characters before being restored. Samus and Kirby were also removed at one point but unlike Ryu and Meta Knight, they were never playable characters at any point of MKF's development as they were never finished.
